Chinese lawmakers on Saturday voted to abolish the”custody and education” penalty system, which enabled authorities to maintain sex workers and their customers without charge for up to 2 decades, state press reported.
Critics say the virtually three-decade-old system has little to do with schooling.
“Sex workers are exposed to police violence… forced labor, mandatory testing for sexually transmitted disease… humiliation and physical violence in those centers,” said Shen Tingting, manager of advocacy and policy in Asia Catalyst, an NGO working with marginalised groups in the area. Abolishing this system is a”significant positive measure,” she explained. The random detention system will stop from December 29, and also people held in”education centers” must be published immediately, state news agency Xinhua reported.
There’s been a public drive to shut the centers ever since China’s top legislative committee resisted its method of”re-education through labor camps” in 2013.
Shutting the labor camps — introduced as a quick way to take care of petty criminals — finished a practice long criticised by human rights groups.
